What? When? How? – Everything there is to know about EU product rules is now available in Ukrainian

Ukrainians can now get acquainted with the “Blue Guide” on the EU product rules in Ukrainian language. This publication of the European Commission aims to promote understanding of the implementation of EU product rules across different sectors of the EU single market. It is addressed to all parties involved in the free circulation of products in the European Union e.g. legislators, market surveillance authorities, accreditation and standardisation bodies, manufacturers, importers and distributors, trade and consumer associations, trade unions.

“The Blue Guide is based on the new legislative rules adopted by the EU in July 2008 and it takes into account the experience during 20 years of the New Approach implementation”, – says Leonid Vitkin, the head of the department of the technical regulation at the  Ministry of Economic Development and Trade of Ukraine. This is a thorough manual that will also play an important role in Ukraine, when, in the frame of the Association Agreement, the free movement of products between Ukraine and Europe will be established.

The Blue Guide is widely used in practice by economic entities which are operating in the EU, as well as by entrants from all over the world, supplying their products to the European market.

It is applied in the EU Member States, Iceland, Liechtenstein, Norway and Switzerland, as well as in Turkey for certain product groups.

The Ukrainian version of the document was prepared by the EU-funded project “Complementary Measures to the Sector Policy Support Programme, “Promoting mutual trade by removing technical barriers to trade between Ukraine and the European Union” in cooperation with the Ministry of Economic Development and Trade of Ukraine.

Background information

The Project “Complementary Measures to the Sector Policy Support Programme “Promoting mutual trade by removing technical barriers to trade between Ukraine and the European Union” was launched to help the Ukrainian government to modernise the technical regulation system for non-food products and to it with the EU system. The Project cooperates with the Ukrainian government and related institutions such as the National Standards Body, the National Accreditation Agency of Ukraine as well as conformity assessment bodies with the purpose of improving their institutional capacity to implement the changes that are expected to contribute toward opening up the EU market to Ukrainian products.
